NRA Experts End Fault Survey at Shika Nuclear Plant

  Shika, Ishikawa Pref., Feb. 23 (Jiji Press)--An experts' team of the Nuclear Regulation Authority ended its two-day geological research to examine whether faults under Hokuriku Electric Power Co.'s <9505> Shika nuclear plant in Ishikawa Prefecture, central Japan, are active or not. 

  The five-member team checked faults including one called S-1, which runs beneath the building for the power plant's No. 1 reactor.

  As to the S-1 fault, NRA Commissioner Kunihiko Shimazaki, who led the team, told reporters that members of the team appear to "have awareness of the problem to a certain degree."

  The five members are expected to hold a meeting next month at the earliest to exchange opinions based on the latest survey.

  If the NRA determines that any of faults running under important facilities of the Shika plant is active, Hokuriku Electric will have to decommission the plant based on Japanese nuclear plant safety standards.

　原子力規制委員会の専門家調査団は２３日、北陸電力志賀原発（石川県）の敷地内にある破砕帯（断層）について、２日間の調査を終了した。規制委の島崎邦彦委員長代理は「調査がまだ必要なものがある」と言及。北陸電は追加のボーリング調査に着手することを決めた。

　ただ島崎氏は「（調査団内で）共通の認識はできつつある」としており、活断層かどうかの判定は来月にも開かれる評価会合で議論されるという。

　調査団はこの日、原発から東に１・４キロ離れた福浦断層を中心に調査。志賀原発では敷地内に８本の破砕帯があり、特に１号機直下にある破砕帯「Ｓ－１」が活断層と疑われている。活断層と判定されれば、再稼働は困難になる。

　北陸電力志賀（しか）原発（石川県志賀町）の敷地内の断層が活断層かどうかを判断する原子力規制委員会有識者調査団の現地調査は２３日、２日間の調査を終えた。島崎邦彦委員長代理は、断層の評価について「（後日の）会合で議論すべきだ」として言及せず、北陸電に追加のボーリング調査を要請したことを明らかにした。

　この日は、１号機、２号機それぞれの原子炉建屋西側を走り、活断層と指摘する専門家もいるＳ－６断層などを調査。Ｓ－６が走る岩盤は風化が進んでおり、活動性を議論した。

　また、１．４キロ東を南北に走り、北陸電が「活断層の可能性を否定できない」としている福浦断層（長さ約２．７キロ）も調査溝（縦２０メートル、横７メートル、深さ４メートル）などを確認した。島崎委員長代理は「活動性があるという意見」とした上で、原発敷地内の断層と連動するかは今後の会合で議論すべきだとの考えを示した。

   志賀原発では、敷地内を８本の断層が走り、このうち活断層との指摘があるＳ－１断層など２本が、１号機と２号機の原子炉建屋直下を通っている。【吉田卓矢、大原一城】

Scientists survey faults at Shika nuke plant

Japanese scientists have conducted an on-the-spot survey of a fault running beneath the Shika nuclear plant in Ishikawa Prefecture, central Japan.

Four scientists and a member of the Nuclear Regulation Authority, Kunihiko Shimazaki, began a 2-day inspection of the Shika plant on Saturday to determine whether a fault beneath one of the idled reactors is active.

The team descended a 40-meter-deep pit near the Number 1 reactor and entered a tunnel dug for examining conditions of the fault called S-1.

Some scientists said the S-1 fault could shift in the future, but Hokuriku Electric Power Company, which operates the plant, denied the possibility.

Possibility of reverter

復帰可能権。Estate（不動産権）の設定者が自己が有すると同期間のestateを譲渡するさいに、発生が不確実なある事実が実際に生じたらそのestateが消滅するものとした場合に、設定者に残るfuture interest（将来権）。例えばfree simple（単純不動産権）を有する設定者が、

“to A and his heirs, so long as the premises shall not be used for the sale of intoxicating liquors”

という権利を設定した場合、当該不動産における酒類販売という解除条件がもし成就することがあれば、当該不動産は設定者またはその相続人にrevert（復帰）するが、その可能性が一つの財産的権利として認められている、その権利をいう。すなわち、determinable fee（解除条件付不動産権）が解除条件成就により消滅したさいに現実化する権利である。なお、right of entry　（土地取戻権）またはpower of termination（終了権）をこれに含めていう例もある。

言葉の二義性について

All clinical data obtained during clinical trials of the Provider’s materials by the Laboratory may be used for worldwide regulatory applications and approvals including the US FDA and Japanese regulatory bodies.

この規定は外国の製薬会社が日本の研究所に試料を送付して、研究所がこれを臨床試験に使って、研究データを取得することを目的とした研究委託契約中の条項である。

☆要修正①―権利・義務の主体を明らかにするため。

ところでここで研究所がデータについていうことは、表明（representation）ではない。representationとは現在の事実について述べることである。典型的にはM&Aの契約やローン契約で、当事者が契約締結の前提となる重要事項について述べることが行われる。それに対して本件の臨床データはこの契約を締結した後に収集するものであるから、この段階では現在の事実ではないからである。

織田さん作曲になるDEENの曲では、『このまま君だけを奪い去りたい』（1993年・作詞・上杉昇）、『翼を広げて』（1993年・作詞・坂井泉水）、『瞳そらさないで』（1994年・作詞・坂井泉水）がビッグ3かと。それぞれの作詞家にも、今、注目せざるを得ません。当時は何も知らずにいたように思います。

ZARD「負けないで」が高校英語の教科書に

　今年4月から採用される高校英語の教科書『MY WAY English Communication II』（三省堂発行）の中に“An Encouraging Song”というタイトルで、ZARD/坂井泉水や代表曲「負けないで」を取り上げていることが分かった。

　テキストの中では「負けないで」が、1995年の阪神淡路大震災や2011年の東日本大震災の際に世の中の多くの人々を励ました話。1994年には選抜高等学校野球大会の入場行進曲に採用された話などが紹介され、作詞を手掛けた坂井泉水が言葉にこだわり、制作に精力を注ぎ完成させたことなどが伝えられている。なお、教科書は現時点で全国約400の高校で採用されることが決まっている。

メロディーと共に流れてくる歌の歌詞には、人間の心に希望や勇気を与えてくれる強い力があります。特に、16歳から18歳という高校時代は、ものごとや環境に対して多感な時期でもあり、また、受験のこと、友人関係のこと、家庭のこと、クラブ活動のことなどで悩むことも多い年代でもあります。その中で、それらに負けることなく自分の生きていく道に向かって突き進んでいくことは、ほとんどの人にとって並大抵のことではありません。しかし、人は何とかしていろいろなやり方でそれを乗り越えていかなくてはなりません。このような時に、自分の心に希望や勇気を与えてくれる大きな役割を果たしてくれるものの一つが、音楽であり、歌です。

自分の好きな歌をひとりそっと心の中で口ずさむことによって、くじけそうな体の中から不思議に力が湧いて来ることを経験された人は多いことと思います。このような歌は世の中にそうたくさんはないと思いますが、その一つがZARDの坂井泉水さんが作詞した「負けないで」という曲です。この曲は約20年間色褪せることなく今もって若者の間で、“人生の伴走歌”として歌い継がれてきています。

その秘密は何かと言いますと、それは坂井泉水さんが何度も何度も繰り返し繰り返し練り直して完成させた歌の歌詞にあります。打ち萎れた心、挫折感を味わった心の状態の時、ひとりそっと口ずさむことによって、自分の味方になっていっしょに人生を走ってくれる歌。その歌詞が自分を励ましてくれ、くじけそうな気持ちを振るい立たせてくれるのです。歌詞に込められたメッセージの受け取り方は、その人それぞれの環境や状況によって違うかもしれませんが、人生の応援歌としての役割は誰に対しても同じです。

これらのことを、英語教育という「ことば教育」の一環として考えてみたときに、「ことば」という目には直接みえないものですが、この「ことば」そのものがもっている大きな測りしれない「魔法の力」に気づいてもらい、そして、この多感で悩み多い高校時代を強く乗り切っていってもらいたい。そのような思いを込めて、ZARDの「負けないで」を教材として取り上げさせていただきました。
