◆元内閣法制局長官・宮崎礼壹氏「集団的自衛権の行使容認は歴代の政府見解と断絶し、憲法違反」
「限定的であっても、集団的自衛権の行使容認は、従来の政府見解とは相いれず、これを認める法案部分は憲法9条に違反している。」

Reiichi Miyazaki, former Director-General of the Cabinet Legislation Bureau of Japan, expressed his views on the Security-related Bills at the Diet on June 22 as follows:
"It is incompatible with the administration's public statements hitherto to approve the use of the right to collective self-defense, even if it is limited. The articles relating to the use of the right to collective self-defense of the Security-related Bills before the Diet are in breach of the Article 9 of the Constitution of Japan."

☆同氏の衆議院特別委員会での参考人質疑は動画サイト等で全て公開されていますが、大変、明快な「憲法違反」の表明だったと思います。
☆安倍氏の昨年7月の閣議決定及びこれに基づく現在の政府見解は、
①これまでの政府見解との整合性がない（「禁反言の法理に反する」、「黒を白と言いくるめる類」とまで言い切っておられます）。
②集団的自衛権は他国防衛がその本質である以上、「限定的」でも憲法違反であり、憲法9条で認められる余地は全くない。
と元内閣法制局長官が断言した意義は大きいと思います。
